In recent years, the university has been pursuing a policy to reduce new admissions according to the goals of decreasing the number of students allocated per teacher in compliance with the Development Programme of MNUMS 2016-2024 and the “Development Programme of MNUMS 2020-2030 of MNUMS”. In the last 5 years, the number of students admitted in the Bachelor of Medical doctor programme at MNUMS has halved from 770 in 2017 to 338 in 2021.

According to the Admission rule by the Consortium of Mongolian Universities and Colleges the province and city governments are responsible for the admission of students from remote soums (rural administrative unit) in order to improve the employment opportunities in rural areas where a lack of medical personnel is noted. The number for recruitment is also established by MOHS and this is reflected in the admission plan of the province and city through the MECS. The recruitment of rural applicants who passed the general examination is handled by the respective local governments.

The annual student admission number depends on the number of secondary school graduates in a given year, the morbidity status of population and number of people allocated per doctor. From the total number of secondary school graduates in 2017-2021 academic year, the number of graduates between 2018-2019 was relatively low compared to other years, however the number of students admitted to MNUMS has not decreased, furthermore plenty students have enrolled at the SoM. The Division for Student Development and Management received a total of 3,173 applications between 2017 and 2021, of which 453 were related to student admissions, 1,041 to internal migration, and 351 to dormitory applications.
